Our Story
Physician-owned.
Patient-focused.
When Dr. Sera Ramadan set out to build a medical practice, she had a clear vision: create a space rooted in genuine relationships, where patients feel known, heard, and cared for by a team deeply invested in the community they call home. Her goal was never just to open another practice — it was to build a community. Beyond evidence-based medicine, Dr. Ramadan brings that spirit to life by organizing fitness events for her patients, creating opportunities to stay motivated, connected, and genuinely invested in their health together.
Los Angeles Primary Care is a boutique, physician-owned internal medicine and obesity medicine practice in Glendale, California. Dr. Ramadan is double board-certified in internal medicine and obesity medicine, and she brings that dual expertise to every patient relationship — whether you're coming in for a routine physical, managing a chronic condition, or looking for a comprehensive, personalized weight loss plan.
We are proud to be an independent, physician-owned practice — not a corporate health system. That means your care is guided by your doctor's judgment, your personal health goals, and your relationship with our team. We show up for our patients the way neighbors show up for each other: with consistency, honesty, and genuine investment in your long-term wellbeing.
For Dr. Ramadan, the relationship doesn't end at the exam room door. Some of her favorite moments are the ones that happen outside the office — running into a patient at her local coffee shop, crossing paths at the park, or spotting a familiar face at the gym. That's the kind of medicine she always wanted to practice: present, personal, and genuinely woven into the fabric of the community she calls home.
Dr. Ramadan is specially trained in preventive care, nutrition, exercise therapy, and the full spectrum of obesity medicine. As a lifelong competitive athlete — in gymnastics and soccer — she understands firsthand what it takes to feel your best, and she brings that lived experience into every patient conversation.
Before founding Los Angeles Primary Care, Dr. Ramadan built an unusually broad foundation — working as a hospitalist across nearly every major hospital in the greater Los Angeles area, conducting house calls, and practicing primary care. That breadth of experience gives her something most outpatient physicians simply don't have: the ability to immediately recognize and distinguish between an emergent and non-emergent clinical situation, and to act on it without hesitation.
It also means her patients benefit from something rare — a physician with deep, personal relationships across the specialist and hospital landscape of Los Angeles. When her patients need a referral, a specialist, or a hospital admission, Dr. Ramadan doesn't just send a fax. She picks up the phone.

Our Team
Bailey
Physician Assistant, PA-CBailey grew up in San Diego, which means she came into this world with sunshine, an active lifestyle, and a deep appreciation for the outdoors already in her DNA. She brought all of that energy with her when she made Los Angeles home — and it shows in the way she practices medicine.
She has always been drawn to understanding how the body works from the inside out. That curiosity led her to study Genetics and Genomics at UC Davis, where she developed a genuine fascination with the science behind health, disease, and why people respond so differently to the same conditions. It's a perspective she brings into every patient encounter — thoughtful, curious, and never assuming one approach fits all.
After graduating with distinction from the Wake Forest School of Medicine PA Program in 2024, Bailey joined Los Angeles Primary Care as a board-certified Physician Assistant specializing in primary care and obesity medicine. She believes sustainable health is built through personalized care, honest conversation, and a provider who takes the time to actually listen. She takes pride in creating a space where patients feel comfortable, seen, and never judged.
Outside the clinic, you'll find her trying different workout classes, playing beach volleyball, reading, or spending time with family and friends. She's the kind of provider you might recognize at the farmers market on a Saturday morning — and she wouldn't have it any other way.
Noel
Physician Assistant, PA-CNoel was born and raised in New York City — which means he came up with the kind of hustle, warmth, and straight-talking energy that New Yorkers are known for. In 2018, he traded the city that never sleeps for the city of perpetual sunshine, relocating to Los Angeles for the weather, the culture, and a community he quickly made his own.
His path into medicine was driven by one thing above all else: genuine care for people. Noel studied at Daemen College in Buffalo, NY, earning his Master's in Physician Assistant Studies in 2014. He brings over a decade of clinical experience to Los Angeles Primary Care, where he practices as a board-certified Physician Assistant specializing in internal medicine, obesity medicine, and LGBTQIA+ health. He is also affiliated with Glendale Memorial Hospital as a hospitalist — meaning when his patients need hospital-level care, he's there too.
Noel is deeply committed to creating a space where every patient feels genuinely welcomed and safe — especially when navigating conversations about their health that can feel vulnerable or complicated. He takes that responsibility seriously, and his patients feel it.
Outside the clinic, you'll find him at the gym, on a hiking trail, on the slopes, or soaking up the beach. And if you catch him humming in the hallway — yes, it's probably Taylor Swift.
